I am uncertain which is more-likely, but leaning in the direction of brinksmanship. Marxists rarely negotiate in good faith for more than 10 minutes at a time. Their "word" often has a half-life shorter than a sub-atomic particle.

But in all fairness, the debt ceiling was raised many times regardless of who was in power.

What is astonishing is that the 'Crats have long admitted what they intend to do. Saul Alinsky expounded upon it abundantly in Rules for Radicals. Trotskyite Marxists have always tried to collapse capitalist economies with the plan to blame the collapse on capitalism. Then once that is accomplished, they offer radical revolutionary socialism as the alternative. 


Nobody I communicate with on comments sections or forums seems to even know about it, much less understand that is likely a primary strategery (sic) of ACFs these days. 

Profligate yea INSANE overspending is not an accident. It's part of the Plan.
