The EPG states that any legislation which is cost-effective, affordable, with no severe negative down-side, works to bring significant improvement and can be implemented without major problems is automatically excluded from consideration by lawmakers.  

See, if the government does its job effectively once, then the People will expect it all of the time, which is of course completely out of the question for the government. 

I wish that was only a joke.
