...read the following statement concerning a water service draught fee and try to explain what it means. Why do I get the feeling that the person who wrote that piece of crap for KCAL/CBS2 Lost Angeles (sic) does not speak English as a first language? 

"That means even if a customer who reduces their water use will likely receive the same bill, but they could have lower bills depending on how much water they conserve."

If anyone can make rational sense out of that idiotic nonsense, you are a better person than I. It's like something a schizophrenic or a street-person would write. Illiterate at best.

Now that THC is legal, it is not uncommon to encounter drug-besotted persons with all sorts of cacogenic proclivities - such as an inability to edit published material correctly. 

*The term, "bong," is street-level (pop lexicon) for baung, a Thai word for "water-pipe"(i.e., for smoking substances like marijuana, etc.)
