How would a checks-and-balances work in a state government?

Lets say both the state house AND senate was controlled by Republicans, but the governorship is held by a Democrat. Could a Republican legislature block the enactment of an executive order, like a vaccine mandate?

All I know is that a Republican-held house and senate at the state level won't be able to pass their own laws by a dictator governor.

Laws differ in each state...so it might depend on the state.

There are at least a few states that fit your description above. Sometimes state lawmakers ARE able to block the recklessness/stupidity of governors from opposing parties.

But as we saw in NY with Governor Murderhouse, governors have the ability to ignore laws and lawmakers if they are not moral/smart enough to be concerned about negative consequences. 

The wild pig Cuomo was never punished for essentially murdering tens of thousands of senior citizens in his state by his malicious/imbecilic decisions about Wuhan Flu dictates - he was pressured out of office only because of sexual indiscretions.

Criminal Cuomo was horrible. Joker Inslee and Gruesome Newsom are just as evil. No matter what, they always get away clean with zero consequences.

So, even if Arizona retains a Republican state senate and house majority, it still wouldn't be enough to limit the "evil queen's" powers?

I just hope an unconstitutional vaccine-mandate doesn't happen next year.
