...it was sent to me by one of my (conservative) Latino friends. He was the one who said (in much more-coarse language) this is evidence why California keeps electing Democrats  - a lot of (Latino) people are just not very bright.

Resourceful is prolly too nice a word, sister! Maybe "demonic" is closer. Intellect without morality. Preying on the credulous. Of course, there is some irony in that the people understand that they are being asked to do something illegal in the first place.

Some people are just not very smart (street savvy) at all. That does not excuse victimizing them, but it explains the MM strategery - prey on the stupid. 

Deep ignorance prolonged becomes stupidity - professional criminals' stock-'n-trade. Generally criminals are not that bright to begin with, so they are compelled to prey on those even stupider (sic) than they.
