Fully 50% of those who are chronically "experiencing homelessness" do not want to get off the streets. They decline treatment for addictions, decline psychological counseling, decline training/schooling in marketable skills. They gladly accept money, services and benefits. But actually don't want to give up being able to live with no adult responsibilities or to drink/take drugs as much as they want every day. THEY DON'T WANT TO CHANGE!!!

Giving out the same level of aid to people who are simply lazy or decadent, as to people who are really trying to better themselves and actually contribute to their communities, is so stupid as to require a new word (let's get the French on it immediately).
