People can be legally sane and still be characterologically disordered (or stupid). Being civilized enough to be worthy of alliance may be best demonstrated by observing whether the subject endorses and participates in civil society/order or whether they prefer savagery/chaos.

I am sure there are a large and increasing number of people who have voted democrat party recently reappraising their support based upon the above criteria.
