There is abundant and increasing evidence that Thomas Harris was right...the FBI is infested at the highest levels with vermin who are, "weak and unruly and believe in nothing."

In the Thomas Harris book "Hannibal" (one of the Lecter series), there is a part where the hero (FBI agent Clarice Starling) is framed by a deeply corrupt senior FBI official (Ray Liotta) who is being paid off by a deranged, wealthy sociopath (Mason Verger). Lecter contacts Starling after she is stripped of her authority, badge and suspended pending "persecution" for some fabricated infraction.

 Lecter reassures her that it's not her fault that she's being victimized because of her virtues. He says, "You fell in love with the FBI - then found it didn't love you back. You believe in the oath you took - they don't. You believe the sheep should be protected - they don't. They hate you because they're not like you. They're weak and unruly and they believe in nothing."
