It's a myth that hard police work generates the leads that solve most violent crimes. It's usually informants dropping dime. If there is any disparity in rates of solving murders of black people it's because police get less help from the public (traditional distrust of law enforcement). Since those who murder blacks are almost always other blacks, and many blacks mistrust law enforcement, their murders often go unsolved for that reason - lack of witnesses/cooperation/help.

There are fairly obvious explanations for this having to do with history and the greater relative power of tradition over reason.

Contrary to T.V./movie myths, it's very difficult to compel people to cooperate with law enforcement against their will.
