This is as Hunter Thompson would likely have said, "...a newer, cheaper," time.
One of the sigils of the end of the noble Roman Republic as it degenerated into another tyrannical, plutocratic oligarchy as the Roman Empire, was how the Rule of Law eroded as one Emperor after another found ways to actively flout the spirit of Morality.
Breaking laws is a lot like felling trees in an empty forest. If you got away with it, in a literal sense, you didn't really break the law.
