The problem at the fed buildings is that the antifa mobs overwhelm them in great numbers. Federal agents won't be enforcing state or local laws, just federal laws and protecting federal property, but aggressively.

The Guard is a different story. There is precedent of it being used in the past to prevent the total collapse of order in specific cities under specific conditions, which efforts have passed constitutional muster.

Regarding a national police force, I don't think this is that.
