Looking at the map provided by the County of Los Angeles, go a couple of miles over the pass into the San Fernando Valley and the infection rate jumps about 10 times.

Some communities are better than others at getting their residents to follow sensible guidelines. The Latino community is challenged in that way - too many of them are almost too dumb to live. The greater percentage of Latinos who are normal carry the burden of having to baby-sit or otherwise deal with the cacogens among them.

If I were Emperor they would be granted the entitlement to REUAGE!!
