The facts seem to indicate that they did not try to prevent causing a pandemic once it escaped (or was released). So they are guilty of gross negligence at the very least. Question is can they be punished severely enough to discourage a repeat, without collapsing Xi's regime (and risking someone worse replacing him)? If this were a civilized age the global community would atom-bomb one of their cities and call it even.
