The Prez's attorneys have a an excellent chance of convincing a court that the way they are conducting hearings (in secret, no subpoena power or ability to cross-examine witnesses) violate DJT's fundamental rights de facto, but a rote requirement for a vote before starting an inquiry just ain't in there.
