Lunch, holding a vote to initiate an impeachment inquiry is House precedent; it is not required by the Constitution.
Actual impeachment proceedings constitutionally require a vote, but not starting an inquiry.
What Pelosi has done here is to obviate the process by which the Republicans would gain subpoena power and the right to cross-examine witnesses (and gain headlines in the MSM).
Kinda like "nuclear option the lesser".
Dirty pool, but constitutional.
