It was an article about Fed/State cooperation (Alabama?) wherein they were prosecuting gun crimes (real ones) under federal law because it is more strict and requires 85% of sentence to be served and no parole.
Both sides had almost glowing reports on its success.
It's initial premise was that criminals were not afraid of being prosecuted under state laws and, thus, they were not a deterrent. As I recall, the article suggested a similar project be tried in Chicago.
