There are numerous rackets that politicians can run using public funds. One of them is to privately encourage friends/allies to file lawsuits against whatever gummint entity the politician presides over.

The encouragement includes an unofficial assurance or back-channel tip-off that official in question will push for a large settlement and not fight the suit.

Doubtless kick-backs or other political payoffs are in the deal but such things are IMPOSSIBLE to track or litigate against to stop this cronyism because no legal discovery can take place in "closed negotiations".

This sort of racketeering is a multi-billion dollar industry in Mexifornia and likely any other deathly blue state run by cacogenic, verminous, leftist swine.
