It was not Colon Powell and it was not about public perceptions.
I heard Bush explain it quite cogently. He had two reasons:
1. There was a UN Mandate to evict Saddam from Kuwait. That's all. Mission accomplished.
2. Bush had crafted a coalition which included a number of Arab states. That coalition would have fallen apart if he had unilaterally decided to expand the mission.
