Huge homeless encampments were there. Thus, nobody bothered with it, lest they be seen as mean spirited. The pictures I saw show enough damage that I would not be willing to drive on that stretch of road. I suspect the union will be ok, as now they will have to do many 'minor repairs' over and over. Each allowing for cost overruns. It is just another failure to execute the actual purpose of the local/state government. I am not the least bit surprised.
