Political discussions to the side (including libertarian concerns about whether government should get involved in such matters at all) maintaining the emergency broadcast network's existence is arguably a priority of overriding importance. In a civil emergency, digital (web-based) broadcasting may not be available to all (most) effected in a disaster. So AM-band reception capability for the general public is a safety issue. There's no denying it's possible Congress is doing the right thing (protecting conservative advantage in AM mass media) for the wrong reason (CYA) - which has happened before.
