Less than a money transfer, but something that might be acceptable to both parties. It could be marketed as a way to combat the "Institutionalized racism" with something of (theoretical) value. He also believes that our public school system, with the unionized teachers, are actually the core of the problem. Minorities are in general in lower income areas, and school funding is directly tied to property tax. This results in minorities getting an inferior education. An interesting though exercise.
