It is impossible to believe this will withstand Constitutional legal review. The government cannot willy-nilly take one person's wealth and simply give it to another person. This especially when the only difference between the two is one group has accumulated more material wealth than the other. 

We are going to require a whole new set of superlatives to describe the grotesque mangling of our laws being gnarled by anti-conservative fanatics (Marxists).
