I suspect they are more focused on 'can' something be done than 'should' it be done. There is also a tendency to consider the lower intellect people worth less than they are, which then supports thoughts of different rules for them vs 'us'. Considering others to be of lower worth leads to acceptance that is justified to treat them worse and can extend to them being considered disposable and 'worthless'. In such a case, using them for experimental purposes seems fine.
