Lets say both the state house AND senate was controlled by Republicans, but the governorship is held by a Democrat. Could a Republican legislature block the enactment of an executive order, like a vaccine mandate? All I know is that a Republican-held house and senate at the state level won't be able to pass their own laws by a dictator governor.
