...than to casually giggle, or laugh self-indulgently at an event discussing the tragedy itself. It's like giggling or laughing loudly at a funeral. Grotesque lack of what psychologists call "presence" (circumspection). An inability/unwillingness to remain considerate of the sensibilities of others by moderating one's own behavior. You can take the cacogen out of the 'hood, but you can't always take the "hood" out of the cacogen.
