Would-be tyrants lack originality - they always seem to come back to the same themes/methods. Generating endless crises as an excuse for depriving populations of their God-given freedoms is nothing new - except for the ignorant masses. Tyrants exploit the fact that, "life is long and memory is short" to their advantage. The Soviet Union reneged endlessly on eternal promises of freedom and prosperity for their people, based on false, fabricated or government-inflicted "crises" for (8) decades, until the lies finally collapsed the Communist system.
