Some people are just not very smart (street savvy) at all. That does not excuse victimizing them, but it explains the MM strategery - prey on the stupid. Deep ignorance prolonged becomes stupidity - professional criminals' stock-'n-trade. Generally criminals are not that bright to begin with, so they are compelled to prey on those even stupider (sic) than they.
