Democrats Fear 'October Surprise'

WASHINGTON (AP) -- In the presidential campaign's closing weeks, Democrats are bracing for an ``October Surprise,'' an event so dramatic it could influence the election's outcome. The capture of Osama bin Laden, for instance.

It's part of American political lore: the party out of power worries about a last-minute surprise engineered by the party in power. Now that October has arrived and the election is just a month away, speculation is rife among Democrats that President Bush and political mastermind Karl Rove have some tricks up their sleeves.

.....Some conspiracy buffs suggest bin Laden already has been captured or perhaps has been trapped by Pakistan in a cave, and will be produced just before the Nov. 2 election.

No matter how far fetched, some Democrats have helped add to the speculation.......

``I assume that it will be something,'' said House Democratic leader Nancy Pelosi of California. ``We have to be ready for that.''.........

October 3 (TAP) -- To minimize New York Times and Democrat criticism that he is manipulating news events for personal political benefit, President George Bush has ordered a White House meeting on how to handle the Bin Laden matter.
 
The Assorted Press has learned from a leaked memo that the president was enraged at the New York Times suggestion that the administration had scheduled the arrest of Osama Bin Laden to give Mr. Bush a year-end boost in the polls.

"I don't want to give critics a chance to accuse me of political motives in the war on terror," Mr. Bush wrote.
"So, make sure when he is captured, your people do everything in their power to hold Mr. Bin Laden until after the November 2 election."
 
In the memo, the president suggested several other "alternative UBL capture scenarios":
 
--"Turn Bin Laden loose in Paris, France."

-- "Tranquilize UBL and leave him on Ted Kennedy or Terry McAuliffe's door step."
 
-- "Bind and gag him before hiding him in a UN building closet."
 
White House insiders told the Assorted Press that the president's political advisor, Karl Rove, is tasked with "keeping the president's name out of the papers" for at least a week after the arrest of Mr. Bin Laden and after the election."
